Purpose and Reason:

This amendment updates the self-direction regulation to reflect the programmatic changes needed to merge the Independent Provider (IP) program into the Personal Choice program pursuant to the Personal Choice Self-Directed Personal Care Services Act of 2023 (2023-H-5991Aaa and 2023-S-1030Aaa). EOHHS will now have one self-directed program, called Personal Choice, that retains the registry option from the IP program. IP participants will transition to the Personal Choice program and benefit from additional flexibility in choosing the rate of pay for their PCA and accessing goods and services.
