Purpose and Reason:

The Child Care Assistance Program is designed to improve child welfare and provide additional low-income children access to care in a time where they need it most. Legislative changes approved with the 2023 RI State Budget go into effect on July 1, 2022.  

Brief statement of Reason for Finding Imminent Peril:

This Emergency Rule will implement the Legislative changes approved with the 2023 RI State Budget. Applicant and recipient families of the Child Care Assistance Program will be provided eligibility at the higher Federal Poverty Level. The CCAP for College pilot program has been extended therefore participating families may be able to continue their studies as they recertify for assistance. The following are the changes made to this Rule:

  • 4.3 (A)(3) Updated to remove language regarding temporary pilot for CCAP for College.
  • 4.6.1Updated income limits for initial entry into CCAP and exit out of CCAP in charts for levels three and four.
  • Changed 180% to 200% throughout rule
  • Changed 225% to 300% throughout rule
