Purpose and Reason:
Residential Child Care Regulations for Licensure, provides a comprehensive set of regulations, in compliance with federal and state law and regulation, for the licensing of residential child care facilities. This amended rule incorporates the provisions of and supersedes DCYF rule Vendor Guidelines for Establishing New Residential Programs (ERLID 1222) and DCYF rule Utilization of Psychotropic Medication in Emergency Situations (ERLID 1080). In the adoption of this rule, consideration was given to the following: (1) alternative approaches and (2) overlap or duplication with other statutory and regulatory provisions. No alternative approach or duplication or overlap was identified based upon available information. No changes were made in the final rule from the proposed rule.
