Purpose and Reason:

As a result of the formal request to the US Department of Commerce Secretary to declare a fishery failure in the Atlantic herring fishery under Section 312(1a) of the Magnuson-Stevens Fishery Conservation and Management Act, and the subsequent declaration and distribution of congressional funds to affected Rhode Island fishery participants, Part 27 of the Rhode Island Marine Fisheries regulations titled Regulations Governing the Administration of Federal Herring Fisheries Disaster Relief Funding Provided to the State of Rhode Island is hereby repealed.  Funds allocated have been expended and the program is no longer active
