Purpose and Reason:

1. Proposed changes to the definition of "Total length" to reflect measurement of total length of striped bass consistent with the ASMF fisheries management plan (section 1.10NNNNN)

2. Proposed addition of species "Atlantic bonito" and "False albacore" to the list of common species (section 1.12(G) and 1,12MM respectively)
