Purpose and Reason:

Pilotage rates are calculated per “pilotage units” (“PU,” a formula essentially related to the size of the vessel). There is a minimum charge of 200 PU for a vessel smaller than 200 PU. There is a cap of 750 PU so that vessels larger than 750 PU do not have to pay for additional PUs once they pay the fee up to the cap. The Pilotage Commission has determined that 600 PU would be a more reasonable cap to reach a balance between adequate compensation and avoiding imposing too much of a burden on vessels larger than 600 PU.
