Purpose and Reason:

The Pilotage Commission requests a five-year annual increase for the Rhode Island State Pilotage rates which will become effective on January 1, 2025, and will reflect an increase each year until the end of 2029. The rates reflect the costs required to operate and maintain a safe and efficient pilotage system. This five-year term was agreed upon to compete in the international marine industry and offset the operating costs that have risen due to inflation.

The Pilotage Commission requests additional fee increases for a variety of other fees relating to the cruise ship rates, pilotage units, preventive cancellation fees, and shifting fees. Section 9.3 amended to add new definition. Section 9.15 amended to gradually increase pilotage fees between 2025 and 2029.
