Purpose and Reason:

This amendment updates the Crime Victim Compensation Program rules to reflect recent statutory changes in R.I. Gen. Laws §§ 12-25-20 and 12-25-21(e). The revisions authorize compensation for hit-and-run victims who suffer serious bodily injury and allow victims of stalking to receive reimbursement for relocation or home-modification expenses. The amendments also remove larceny and the abominable and detestable crime against nature, including assault with intent to commit that offense, from the list of compensable crimes. In addition, the maximum amount available for relocation expenses under the emergency fund is increased to $8,000.

The proposal includes clarifying language, technical corrections, and updates necessary for consistent program administration. It also provides provide the program with the flexibility to reimburse a parent or guardian who actually incurred the expense, while recognizing the financial realities faced by many dependent college students and their families.
