Purpose and Reason:

The proposed amendments to 880-RICR-00-00-1 seek to modernize and update the Quonset Development Corporation’s purchasing and procurement regulations to create efficiency and ease of use.  Proposed revisions include:

Section 1.3: Added a definition of "written quotation
Section 1.4: Added pre-owned equipment as a type of purchase not requiring competitive bid
Sections 1.6.1 and 1.6.7: Added use of the State's Master Price Agreements as a method of source selection.
Section 1.6.1: Clarified that small purchases are not required to utilize RIVIP.
Section 1.6.6: Adjusted the financial thresholds for small purchases, realigning the documentation requirements while maintaining the overall small purchase threshold amount
