Purpose and Reason:

The Ocean State Climate Adaptation and Resilience Fund ("OSCAR") will provide funding for adaptation and resilience projects on public lands. Grants from OSCAR will help to advance projects that protect or enhance coastal or riverine habitats to address climate change impacts. Rhode Island Infrastructure Bank (“Bank”), Rhode Island Coastal Resources Management Council (“Council”), and Rhode Island Department of Environmental Management (“Department”) jointly promulgate these regulations.
