Purpose and Reason:

The purpose of this repeal is to eliminate an obsolete rule. The State of Rhode Island 2016 Qualified Allocation Plan governed the agency’s allocation of federal low income housing tax credits in 2016. The plan was replaced by the 2017–2018 State of Rhode Island Qualified Allocation Plan, which was adopted by the Board of Commissioners, signed by the Governor, and appears on Rhode Island Housing's website. As a result, the rule no longer serves a practical purpose. Rhode Island Housing and Mortgage Finance Corporation proposes to repeal ERLID #8189 in its entirety.
