Purpose and Reason:

The purpose of this repeal is to eliminate an obsolete rule. The Rhode Island Housing American Dream Initiative was intended to make homeownership affordable to low and moderate income Rhode Islanders by providing closing cost, down payment assistance, and home repair funds to income-qualified homebuyers. After a period of several years, the program ceased to operate. As a result, the rule no longer serves a practical purpose. Rhode Island Housing and Mortgage Finance Corporation proposes to repeal ERLID #3098 in its entirety.
