Purpose and Reason:
The purpose of this repeal is to eliminate an obsolete rule. The Special Needs Housing Program was created as a research and demonstration effort to address the special housing needs of persons with long-term disabilities and persons in crisis. After a period of several years, the program ceased to operate. As a result, the rule no longer serves a practical purpose. Rhode Island Housing and Mortgage Finance Corporation proposes to repeal ERLID #1095 in its entirety.
