Purpose and Reason:
These regulations were promulgated by the Commission to establish the collection of a charge by electric utilities to fund the implementation of energy efficiency programs. The regulations were nullified by the enactment of the Utility Restructuring Act of 1996 and a legislatively mandated charge to fund the implementations of Demand Side Management Programs.
