Purpose and Reason:
These regulations were established to allow the electric companies to recover the cost of generation and fuel associated with the wholesale purchases of energy. The regulations were nullified by the enactment of the Utility Restructuring Act of 1996 and the divestiture of generation by the electric utilities.
