Purpose and Reason:
This proposal will repeal the Rules and Regulations for the Allocation and Distribution of Regional Greenhouse Gas Initiative Proceeds.
This regulation is not required by statute and the process regarding the allocation and distribution of Regional Greenhouse Gas Initiative (RGGI) proceeds is described by statute (R.I. Gen. Laws Ch. 23-82). In practice, the allocation and distribution of RGGI proceeds follows the process outlined in R.I. Gen. Laws Ch. 23-82. The repeal of this regulation won't impact that process.
This repeal will not impact the Department of Environmental Management Office of Air Resources Air Pollution Control Regulation No. 46 entitled “CO2 Budget Trading Program” or the Department of Environmental Management Office of Air Resources Air Pollution Control Regulation No. 47 entitled “CO2 Budget Trading Program Allowance Distribution”.
