Purpose and Reason:
This emmegency rule would create an exception to the fifteen day waiting period required under 28-26-7 for licensure for the opertaion of a specialty natuical crane for specific salvage work on a barge which recently sank near the Newport Bridge.
Brief statement of Reason for Finding Imminent Peril:
This emergency rule is needed to allow for the removal of a sunken barge near the Newport Bridge that poses imminent environmental damage due the possibility of a fuel leak. A specialty nautical crane and operator are needed for this task. There are no qualified local crane operators or local salvage operators with the necessary equipment to do the work. An out of state salvage company and crane operator will be employed for this purpose.
