Purpose and Reason:
The subject regulation is proposed to be repealed because it was designed to implement the Rhode Island component of Phase Three of the Consensus Plan for the Distribution of Federal Northeast Multispecies [Groundfish] Fishery Disaster Funds. That phase was fully implemented, all federal aid allocated to Rhode Island for that phase was fully expended, and the grant agreement associated with the federal aid allocation for that phase has been completed and closed. Thus, consistent with the Governor's mandate to repeal unnecessary regulations, the Department proposes the repeal of the subject regulations.
