Purpose and Reason:
The subject regulations are proposed to be repealed because they were designed to establish the process for award of grants from the Ocean State Cleanup and Recycling Program (OSCAR). However, the OSCAR program was discontinued in the late 1990s, at which time all such recycling programs were moved to the Rhode Island Resource Recovery Corporation.
