Purpose and Reason:
The subject regulations are proposed to be repealed because they have been superseded by R.I. Gen. Laws § 4-19-2, Disposition of Animals, which prohibits the destruction of animals by carbon monoxide poisoning. Thus, consistent with the Governor’s mandate to repeal unnecessary regulations, the Department proposes the repeal of the subject regulations.
