Purpose and Reason:

The purpose of these rules and regulations is to provide guidance in planning and designing effective stormwater best management practices (BMPs) to persons developing properties subject to state and local regulatory review and to address the advanced scientific understanding of the water quality impacts of stormwater runoff.
