Purpose and Reason:

The “General Conditions of Purchase” lay out the general terms and conditions for bidding and a contract with the State of Rhode Island. The current General Conditions are outdated and are not comprehensive. Once adopted, the updated General Conditions will serve as the primary contractual instrument with State vendors. Using the comprehensive General Conditions will: 1) eliminate the need for a separate contract with vendors and agencies and thus significantly shortening the contracting period with the State; 2) standardize the contract terms across the executive branch agencies; and 3) make the State’s General Conditions transparent and posted up-front. This adoption corresponds with a repeal of prior General Conditions.
