Purpose and Reason:
1. R.I.G.L. section 37-2-18 was enacted on June 25, 2010 to provide for redacted public copies of the bid proposals submitted by vendors to Division of Purchases for proposals exceeding one million dollars effective January 1, 2011; on January 1, 2012 all proposals exceeding five hundred thousand dollars; and on January 1, 2013 all other proposals submitted. These regulations (contained primarily in Sections 5.11 and 5.4) comport with the requirements of the statutory change. 2. Additionally, Section 5.10 was amended to reflect the delegation authority found in R.I.G.L. section 37-2-22.
