Purpose and Reason:
The purpose of this repeal and adoption is to cover the processes for acquisition and disposition of State-owned land. The reason that this regulation is being repealed and a new one is being adopted is because the existing regulation only covers acquisition by lease, which is only a small part of what the SPC oversees. In addition to the new rules and regulations covering acquisition by lease, additional rules and regulations will be added to include everything that the SPC oversees (acquisition and disposition by lease, license, easement, transfer, purchase, sale, etc.) Finally, the new adoption converts the regulations into the new code format. No comments received on repeal.
