Purpose and Reason:
This repeal is taking place because the “Management and Use of State Owned Motor Vehicles by State Agencies” is an intergovernmental/interagency directive. Intergovernmental/interagency directives are excluded from the definition of “rule” pursuant to R.I. Gen. Laws § 42-35-19(ii). Since the content of the current rule is specifically excluded from the definition of “rule” in the Administrative Procedures Act, this repeal is noncontroversial. This intergovernmental/interagency directive will continue as an official Department of Administration policy.
