Purpose and Reason:

This rule is repealed in its entirety as it is obsolete. This rule was filed as a Direct Final Repeal as it was not controversial and any relevant provisions relating to this rule continue to be captured in other, more up-to-date regulations such as those promulgated by the Department of Children, Youth and Families. No comments were received on this repeal during the comment period. The date this repeal was signed by the agency head was 1/8/2018.
