Purpose and Reason:
Effective April 1, 2003, to implement the restoration of food stamp eligibility to qualified aliens who have lived in the U.S. for five years in accordance with provisions of the 2002 Farm Bill, Federal P.L. 107-171, and RIGL 40-6-8. To amend the regulations pertaining to sponsor-to-immigrant deeming pursuant to Federal P.L. 104-193 and P.L. 104-208.
