Purpose and Reason :

This emergency is being filed in response to the COVID-19 Pandemic:

3.1 (A1 and 2) Added National Emergency Language

3.3.2 (C) Amended in-person visits to telephonic visits

3.3.2 (E) Included the suspension of employment plans as a program requirement

3.7 (B.1.a) Added the possible delay in the processing of timely applications

3.7 (B.3) Temporary waiver of face to face requirement

3.8  (A) Allow for alternative modes for requesting assistance

3.8 (D) Allow for alternative means for return of application for assistance

3.9 (F) Waived the witnessing of applicant’s signature by staff prior to submission

3.10 (A) Suspended all face to face interviews and replaced with telephone interview

3.10 (C) Waived the staff witness requirement

3.10 (G) Waived the 10 day notification of changes based on individual circumstances

3.11 (A) Added language to SSI eligibility

3.14 (A.2.a) Direction to call or mail when providing clarification on documentation

3.15 (A) Added delay of processing application

3.25.1 (A) Amending of reporting requirements

 

Editorial Notes :

The agency requested an extension to the effective dates allowed by R.I. Gen. Laws § 42-35-2.10 for this emergency amendment which was promulgated on March 30, 2020. The extension was granted in accordance with Executive Order 20-89 which permits extensions for sixty (60) days. As a result of this additional extension, the effective dates have been revised and the regulation will now become ineffective on January 24, 2021.

Brief statement of Reason for Finding Imminent Peril :

Waiving some requirements during the novel coronavirus declaration of emergency noted in the RI Executive Orders 20-02, 20-03, 20-04
