RIGL §23-1-1 and Executive Order 11-09 issued by Governor Lincoln Chafee, pursuant to RIGL. §§ 42-62-16 et.seq., on 19 September 2011
Purpose and Reason:
Section 1311 of the federal Patient Protection and Affordable Care Act (ACA) provides legal authority for states to establish health insurance exchanges. Executive Order 11-09 issued by Governor Lincoln Chafee on September 19, 2011, created the Rhode Island Health Benefits Exchange (doing business as HealthSource RI) to carry out the functions of an Exchange in accordance with the ACA. These Regulations establish requirements for the operation of this Exchange.
