Purpose and Reason:

These Rules and Regulations have been repealed because of the Departments attempt to meet the communities and providers concerns within the Health and Wellness section of the Regulations. On 1/17/07, the department put out a notice in the Providence Journal, Notice of Repeal. On 1/19/07, a letter from Ellen Nelson to Colleges and Friends identified that both the Department and the Department of Health, recognize that these regulations are in the process of officially being repealed. On February 23, 2007, the Department put out notice, in the Legal section of the Providence Journal, of a Public Hearing to be scheduled for March 23rd, 2007 at 9:30. On March 23rd, 2007 at 9:30, a Hearing was held at MHRH-Regan Building 111 Howard Avenue Cranston, Rhode Island, were 53 participants signed in. At that time oral and written data, views were submitted and a record of the meeting was transcribed. At that time, additional written comments could be submitted until Tuesday April 3rd, 2007. Since this time, the department of MHRH has submitted new: Rules, Regulations and Standards for Licensing Agencies Providing Services or Support to Adults with Developmental Disabilities in RI, that were submitted on 5/1/08, and went into effect on 5/21/08.
