Purpose and Reason:
The State legislature required the Department to promulgate Rules & Regulations for Employee Criminal Records Checks. These rules are filed on an emergency basis because their promulgation is necessary to provide protection for persons residing or receiving services from our providers. These regulations provide the policies and procedures for mandatory nationwide criminal background checks for employees of state funded and licensed agencies providing care for vulnerable clients and patients.
