Purpose and Reason:
The purpose of this rule is to set forth provisions related to the Global Consumer Choice Compact Waiver services. One of the most important goals of the Global Waiver was to ensure that every beneficiary receives the appropriate services, at the appropriate time, and in the appropriate and least restrictive setting. These rules are proposed to be repealed and replaced, in part, by newly adopted regulations entitled, “Medicaid Long-Term Services and Supports: Functional/Clinical Eligibility” (210-RICR-50-00-5).
