Purpose and Reason:

The purpose of this proposed amendment is to make the regulatory process more efficient by eliminating a process from the state grant and scholarship regulations that need not be a requirement. The current rules in Section VI require RIHEAA to directly notify potential State Grant recipients either electronically or through paper notification. However, actual and final eligibility for each student’s award is determined not by RIHEAA but by the financial aid office of the student’s college or university, pursuant to both state rules and federal financial aid regulations. Following consultation with the financial aid directors at several local colleges and universities, it is agreed that RIHEAA’s notification process is both redundant and confusing to the student recipients. There is no difference from the rule as proposed and the rule as adopted.
