Purpose and Reason:
The Judicial Purchasing Rules and Regulations are made in compliance with R.I.G.L. 8-15-4(d), whose purpose is to affirm the right of the Judiciary to be independent of and not subject to financial control exercised by the executive branch of government in matters relating to the operation of the unified court system. These Rules and Regulations, and the Judiciary General Terms and Conditions of Purchase take into consideration and conform to, where practicable, existing policies governing financial and purchasing practices within the executive branch of government.
