Purpose and Reason:
This rule was meant to serve temporarily during the transition from the old license structure to the new structure, which took effect July 1, 2022. This rule served to provide regulations for licenses issued under both the old and new structure, which occurred during the period from July 1, 2022 to December 31, 2022. At this time there are no remaining licenses issued under the old structure, and this rule is now therefore obsolete
