Purpose and Reason:

This rule is being promulgated to replace the definition of "Naloxone (Narcan)" with the generic term "Opioid Antagonist;" adds the definition of "BHDDH" and "person at risk of experiencing a drug related overdose;" revises the definitions of "healthcare professional" "opioid" "patient" and "patient information;" clarifies the prescribing, dispensing, and administering opioid antagonists responsibilities for healthcare professionals and persons; permits anyone to administer opioid antagonists; and requires hospitals to report additional information of persons who have experienced and opioid related overdose within 48 hours.
