Purpose and Reason:

The proposed regulations establish procedures for obtaining a certificate of critical concern in order for a housing project for affordable housing to qualify for an expedited process within any instrumentality of the state. The regulations describe an application process and criteria to determine the significance of the application in meeting the purposes of this act.
