Purpose and Reason:
The primary purpose of the proposed rulemaking is to allow the public to review and comment on the Narragansett Bay Commission Public Records Request Procedure. This procedure explains how to make a public records request with the Narragansett Bay Commission (NBC) and where a request may be made. It also includes a model form that may be used by the public to make a public records request. While the Rhode Island Access to Public Records Act, Rhode Island General Laws Chapter 38-2, provides exhaustive controlling guidance in the area of public records, this procedure provides the public with specifics on the process of filing a public records request with NBC. There were no changes from the first filing to the final draft.
