Purpose and Reason:
The State of Rhode Island 2016 Qualified Allocation Plan ("2016 QAP") is intended to fulfill Rhode Island Housing’s obligations to the Internal Revenue Service in its capacity as the designated housing credit agency for the State of Rhode Island to set forth priorities and criteria for allocating and monitoring federal low-income housing tax credits. The 2016 QAP broadens and further explains agency policies and procedures relative to identifying the housing needs of the state, HUD Qualified Census Tracts/Difficult to Develop Areas, fair housing, review criteria, and compliance monitoring. To address public comments on the proposed rule, the final rule incorporates the following substantive changes: updating the funding round schedule to accommodate board approvals; providing more detailed definitions and explanations in the Financing Points and Comprehensive Community Development sections; and removing “passive house” design as a scoring element.
