Purpose and Reason:

The 2015 Qualified Allocation Plan fulfills Rhode Island Housing’s obligations to the Internal Revenue Service in its capacity as the designated housing credit agency for the State of Rhode Island to set forth priorities and criteria for allocating and monitoring federal low-income housing tax credits. The final rule incorporates the following substantive changes: modifying the funding round schedule to accommodate additional public comment; providing more detailed definitions of terms; and adding to the scoring criteria by assigning point values for use of Rhode Island-based firms, minority- and women-owned businesses, and firms with registered apprenticeship programs.
