Purpose and Reason:
The purpose of this amendment is to broaden the scope of the Homeless Facility Improvement and Operating Deficit Fund Program (formerly the "Homeless Shelter Capital Improvement Fund Program") to provide grant funding for the construction, rehabilitation or maintenance of, or operating support for, emergency housing facilities for homeless persons and families. There are no substantive differences between the proposed rule and the final rule.
