Purpose and Reason:

Technical Revision to incorporate as "Appendix D" Bill of Lading Requirements for Certified Towing Companies, which is currently in effect as a free-standing regulation (ERLID# 4353) The revision simply collects into a single document the regulatory requirements for motor carriers of property.
