Purpose and Reason:

The amended rules, which apply to every company owning and operating a Community Antenna Television (CATV) facility in this state, satisfy a statutory requirement (R.I.G.L.§§16-61-6 and 16-61-6.2) that the Division of Public Utilities and Carriers rules allow for a transfer of public, education and government channel operations, studios and equipment to the Rhode Island Public Telecommunications Authority. The rules also eliminate a requirement that CATV Operators Construct, Operate and Maintain new Institutional Networks.
