Purpose and Reason:
The rules provide a process for certifying and designating telecommunications providers to be eligible to receive subsidies from the federal Universal Service Fund to provide lifeline services to eligible consumers. Also, implements a procedure for telecommunications providers to certify and verify customer eligibility and enrollment in Link-Up and Lifeline services in RI and comply with federal mandate.
