Purpose and Reason:
The regulations are intended to govern the termination and restoration of residential utility service provided by regulated gas, electric and water utilities. The amended regulations reflect the addition of Part V, Section 4(G), underlined on pages 37-38. The amended regulations are to be in effect from November 29, 2013 through December 31, 2013.
Brief statement of Reason for Finding Imminent Peril:
PUC finds it is necessary to adopt emergency regulations to address the imminent peril to public health, safety, and welfare by lowering the amount of funds needed for customers to have service restored. Furthermore, the still-stagnant economy in Rhode Island means that customers not eligible for LIHEAP funds may also be facing challenges in restoring their heating service.
