Purpose and Reason:

The regulations are intended to govern the termination and restoration of residential utility service provided by regulated gas, electric and water utilities. The amended regulations reflect the addition of Part V, Section 4(G), underlined on pages 37-38. The amended regulations are intended to be in effect from December 10, 2012 - January 15, 2013.

Brief statement of Reason for Finding Imminent Peril:

Eminent peril to exists to the public, health, safety and welfare of a segment of utility customers who rely on gas or electric service to heat has been caused by the delay in the qualification of LIHEAP-eligible customers due to a computer database problem and the move of LIHEAP obligations from Office of Energy Resources to the Department of Human Services.
