Purpose and Reason:
The regulations are intended to govern the termination and restoration of residential utility service provided by regulated electric, gas and water utilities. The amended rules reflect the addition of Part V, Section 4(D), on page 36
Brief statement of Reason for Finding Imminent Peril:
Because there are 3,256 households without electricity or gas service, children & elderly are at risk because of inadequate heat, RI has 2nd highest unemployment rate in country, and the majority of LIHEAP funding will be allocatd to oil heat customers.
