Purpose and Reason:

The amendment to the existing Ground Transportation Regulations is to simplify existing regulations by clarifying whether activities are permitted or prohibited. No substantive changes were made to the meaning of the existing regulations. ****** In response to public comment, the text of the proposed regulation as published was changed to clarify that the regulations apply to commercial vehicles.
