Purpose and Reason:
The purpose of the proposed regulation change is to reformat CRMC Management Procedures into the RI Code of Regulations (RICR) specified format and eliminate some existing text and notations, and codify some existing notations in conformance with the RICR and the Administrative Procedures Act R.I.G.L. § 42-35.Rule 1.11.A was modified at the public hearing to specify that All "Council and" Subcommittee meetings shall be advertised in accordance to law. This is the only substantive difference between the proposed and final rules. The Council adopted this change as suggested in written comments filed by Save The Bay. The Council did consider the other comments filed by Save The Bay, but did not adopt them because they were inconsistent with Council procedures and law.
