Purpose and Reason:
This regulation provides definitions to clarify that R.I. Gen. Laws § 36-14-5(e) not only prohibits public officials from representing themselves and others before their own boards, but also prohibits such representation before other agencies for which the public official is the appointing authority or a member thereof. This regulation also clarifies that § 36-14-5(e) does not allow a public official to bypass its prohibitions by hiring or authorizing another person such as a spouse, attorney or other professional to appear on the public official's behalf.
