Purpose and Reason:
This regulation prohibits high-level state employees in the Governor's office and the Department of Administration, and also department heads of state agencies, from representing themselves or others before the Governor's office, the Department of Administration or other state agencies with which they had substantial involvement as part of their official duties, while employed by the state and for a year thereafter.
